Govenor Abbott has announced the 2nd phase of Open Texas which allows daycare facilities to open immediately following these guidelines . Starting Friday, bars are allowed to open at 25% capacity, restaurants can increase capacity to 50% and bowling alleys, skating rinks, zoos and aquariums can open.
